Heat/Sun Rash

Hi All,  I seem to have developed some kind of heat or sun rash that i experience every time i go overseas.  It normally appears within 15 minutes of exposure to sun.  I've tried all different types of sunscreens that are meant to be very friendly with no luck.  Once it's appeared pretty much nothing will calm it down including air con, antihystamines or steroid creams (which i don't like using).

It appears on my chest normally and will then spread down the sides of my stomach and over my hands.  Normally it results in bumps under my fingernails which are really painful.  I've had relief with steroid tablets but i really don't like taking them and they don't have good side affects.  Normally that will give some kind of calming effect within about 2 or 3 days.  I'm exfoliating my skin and have good hygiene and i've heard it could be bacteria causing it.....but this only seems to happen when i 'm on holidays and really affects me mentally, especially when it starts to spread even without any further sun exposure :(  I have no idea if it's heat rash, prickly heat rash or some kind of other allergic reaction to heat or sun but i actually l live in australia and we have some hot days here....but i'm not actually exposed like with a holiday and hate not wearing sunscreen thinking it's the culprit.

I had been told by a dr i might have an allergy to probiotic tablets but i'm taking them now without a problem.....had been told waterproof sunscreens might be bad...but it doesn't seem to matter what brand of sunscreen, even if it's specifically designed for ultra ultra sensitive skin......still get the same rash.

I've heard various solutions such as using antibacterial soap under sunscreen and taking antihystamines 2 weeks and during a holiday in the sun to try and prevent it from happening.  Am wondering if anyone can PLEASE provide me with some advice of something that might work.  I haven't tried antihystamines prior to any trip or antibacterial soaps.  I have a couple of months until a europe summer trip and want to do all i can in an attempt to prevent it.
