Penis rash

I woke up 1 day back in Dec 2014 with red spots on glans of penis. I'd not be sexually active in long time. It went on a month & a couple times started to hurt with some swelling then peeling of white flakes. I went to Dr. He gave an expensive RX cream that didn't seem to work. The rash cleared a while that summer then came back. It's now summer 2017. It's not STI & doubt cancer after all this time. I do notice when I shower, I like hot showers but if hot water or too cold gets on there, it makes that rash really bad. Roundish bright red spots in that area. If I keep heat or cold away from it, it doesn't usually get as bad. I don't have as many times of pain now but the rash won't completely go away. Dr. has no real clue other than not STI. Am limited on insurance. I am dating yet avoiding sex because of the rash being embarrassing. That is harming relationship. I've had sex once in one year now! I don't masturbate too often. I have depression from it all & low sex drive. I don't know what to do. I am in early 50s. I do have multiple sclerosis but Dr doesn't think it is from that. Sex isn't most important to me never has been but a love expects to have sex once in a while so I am really at a loss. I heard using yogurt might help. Not tried putting that on there. I don't know what to do. If anyone know, I would appreciate it. As stated, all I do know is it is not STI but have never had hookup or done things with anyone that would likely have caused STI. Never had this problem before time I mentioned.

It sounds like this rash only comes on in the summer- is that right?  Could it be from sweating?  I'd work on keeping it dry and make sure your clothing isn't too tight.

I wanted to update to mention that I am circumcised & I am clean so it is not related to those things per the rash down there.
