Is this psoriasis or eczema? Or something else??

I've had these spots on my leg since November 2016. I also had something that looked similar 4 years ago, which lasted for six months or so and went away after getting steroid shots at my dermatologist.

I've been back to see the dermatologist many times for this and she's said it's either eczema or psoriasis, but doesn't matter which because she'd treat them both the same. However I'd like to know exactly what it is since on of those is autoimmune and could have other health implications that I'd like to watch out for. I'll include photos. It looked bright red and was in a few perfect circles on both legs (shin and outer leg). It's now also in a few spots on my thigh, upper bicep and one on my back. It usually looks thick and bright red, and also has scaly dead skin over it. Never really itches. They currently aren't as circular and I've had steroid shots in all the spots pictured. They seem to be getting worse and show no sign of going away. The bright red circular spot photos are from March 2017, and the ones that look dry and scaly are from today (May 2017).
