Itching head of penis (glans)

I have a symptom of some disease. I'll try to explain it here in detail. First of all, I have genital herpes, which I believe can't be cured, only suppressed. I have it for about 20 years now, and at first I had different symptoms, like rash on the skin in the groin-related area. At first these rashes were in the pubis area, then over years, moved onto the skin on the penis, then onto the foreskin of the penis, and finally they've got onto the head of the penis. I can feel just itching on the head of penis, it becomes red, and this condition persists for few days or a week. I do not get any rashes on the skin any more, just that itching on the head of penis. There's no other symptoms, no problems urinating, no blood, no fever, no nothing. Just that itching.

My question is - is it herpes, or maybe some other disease? And how it could possibly be treated, because I cannot go to a doctor, no medical insurance. Is it serious? It becomes bothering.

P.S. It became happening more often lately, probably once in two-three months.
