Itchy scalp of my 3 month old daughter

Hi, my daughter is 3 months old. She has had problems with an itchy scalp. Recently it has gotten worse. She itches all the time. We have shown her to the PCP 2 times and the first one said she thought it was eczema and asked us to shampoo regularly and to give her a hair wash regularly. The 2nd one said she could not see anything and asked us to keep skin dry. We have tried cetaphil, seldom blue shampoo, olive oil on scalp but the itching hasn't subsided. It just keeps getting worse. She even itches her eyes, face with no obvious patches or redness. We have recently started seeing a lot of white dandruff like small flakes on her scalp thick and deep in some areas. What could this be. Any suggestions or similar experience anyone can think of. We need any and all help. It just doesn't let us sleep.
