Long lasting skin irritation/rash?

Hi there,
In mid December I noticed a spot below my lower lip that I assumed was acne. It's a few small red bumps and the surrounding area is pink and irritated. It does not itch but occasionally "scales" and gets dry. I didn't think any thing of it but I still have it and I'm starting to get worried. I've had unprotected sex two weeks before the rash showed up and again two weeks ago with the same partner. The rash has been present for about three months now but hasn't grown or changed shape. It's rough in texture with small bumps and sometimes feels oily. Is this just long lasting acne or should I be concerned about STI/STDs?
