My boyfriend has skin tag like bumps on the back of his head.

There's a cluster of raised bumps at the base of his hairline and we can't figure out what they are. He says they sometimes get smaller if he washes his hair every day. They're not filled with any kind of oil or pus and they bleed when he scratches them too hard. What's up with that? They look like warts but have no discernible root. Almost like skin tags but with a very different feel to them.
