You can Neosporin for the time being. Genital herpes appears as one or more blisters on or around the genitals or rectum. The blisters break, leaving tender ulcers (sores) that may take two to four weeks to heal the first time they occur. It is less likely to be herpes but if the symptoms persist then get it examined from a dermatologist.

herpes because i am not sexually active and those things are really
not painful only slightly itchy.

These small bumps can be due to folliculitis or cysts. If they are painful blister like sores then herpes should be ruled out. You should keep the area clean and apply some topical antiseptics.
Also use an antibacterial soap or mild soap like dove. Avoid any kind of cosmetics. Topical antibiotics such as mupirocin or neomycin containing ointment are also useful. In case the symptoms persist then get an evaluation done from a dermatologist and get cysts ruled out.
