Pubic area - herpes/STD or just bacterial infection?

Hi,

Please see attached image.  I've had this situation for a few days now.  It feels painful and significantly worse than any kind of inflammation I normally get in the area from shaving/ingrown hairs etc.  

Have I got some kind of bacterial infection or is does this look more like a herpes outbreak?  I've had coldsores for  long time but never had any kind of STD affecting my genitalia.  

Could somebody please over their best advice on what this is.  I would attend my normal doctor/clinic but I'm outside of the UK travelling at the moment so the internet is my best hope now.  I obtained some Mupirocin from  pharmacy today and have started applying it in the hope this is a bacterial infection only.
