if some one has a rash or more of a birth mark on the penis that some time ich  is that eczema

Hello,

Without examination,confirmation of a diagnosis is tough but it can be contact dermatitis,rash due to friction rub,sweat dermatitis,heat rash or eczema.

Apply warm compresses,Neosporin ointment and calamine lotion and avoid messing with it.You  can take antihistaminics like benadryl or Claritin for itching and anti-inflammatory pain killers like ibuprofen or acetaminophen if it is painful.If the rash persists then it will be best to get it evaluated from a dermatologist.
