Rash on scrotum that won't go away

My husband has been dealing with a rash on his scrotum for the last few years. Yes, I said few years.  We have been to several dermatologists.  We have tried numerous medications. He is up half the night because he is itching and I am constantly telling him not to itch.
Our first dermatologist suggested my husband had scabies because of the itching.   I never presented with the symptoms yet he disregarder this.  We tried permethrin cream for three weeks no results.  And decided that the dermatologists was crazy and went to the next one.  The next one suggested cortizone creams.  We purchased a few and applied.  Nothing happened. Talked to the doctor and he said it may take a while.  Kept using and still saw no results.  Later he prescribed a stronger cortizone cream.  And then a stronger one.  
Next doctor told us to keep it moisturized.  daily my husband would apply lotions (Cetaphil, Lubiderm, Sarna). We also were told to change our clothes washing habits in case it was an allergy.  Did that and still no fix.  I asked this doctor to preform a biopsy because at this point I was fed up.  He said no.  (A year later my husband is still having issues).
The most recent doctor has prescribed ProTopic.  This works okay, but is needed on a daily basis.  He has been using this for six months now and the prescription is up.  He is itching constantly.  It keeps him up at night and he cannot get the prescription refilled.  
None of the doctors have been able to figure out what is wrong with my husband.  We started looking online and found a condition called Erythrasma which best decribes his symptoms. Yet, when we tried to conduct the Wood Lamp test, it came up negative.  
At this point I am tired of spending 20 dollars an office visit and 30 minimum for prescriptions every time we go.  I would like all the help I can get about best ways to stop the itching.  I would also like to know some of the possible conditions that my husband could have. Please help, we've been needing it for a while.

Did you ever figure out what it was? I've had similar symptoms for about 7 years. The doctors ran bood tests. They found nothing. They told me the same thing, change your clothes, detergent, soap, use antihistamine, cortisol cream. Nothing works. I'm frustrated. Now my girlfriend tells me she is itching vaginally.

I have the same thing (at least from what it sounds), have had it since I was 13. I'm 24 now, (that's right almost ten years). I've never been to a doctor for it, but have been tempted on many occasions. I've found that using population works the best to alleviate symptoms, and clear redness. Neosporin also works. Every time I stop using it the symptoms recur. I have no permanent solution, but if you're looking to avoid hospitals and over the counter medications, that is my best advice.

Hi,
The following medical conditions are some of the possible causes of Scrotum rash.Dermatitis ,Infection (fungal or bacterial) ,Excessive heat,Lichen simplex .
The most common cause for dermatitis is allergy.Allergic and fungal rash are very itchy and are also known to recur.
Apart from corticosteroids applied on the area or anti-fungal creams/powders , he can take oral anti-histamines when the itch is severe.
Keep the area clean and dry because fungi thrive in warm,moist places.
Also apply calamine lotion or soothing oils to soothe itchy skin.

If there is no visible skin lesions then it could be psychological.Itching can be caused by many conditions. Probably the most common cause of itch is psychological, that is, due to stress, anxiety, etc. Stress also can aggravate itch from other causes. Dry skin is another frequent cause of itch.
