Red splotches/rash/spots on body

Almost entirely located on my torso. I didn't even notice it until a friend pointed it out about 4 months ago. They are slightly (if at all) raised and have a very thing pale outline. They went away for about a month, but came back with a vengeance... They are usually very subtle. However, when I do anything that causes me to sweat or get hot they come back very very red and dark. at first, after research, I self diagnosed it as pityriasis rosea since i was accompanied by flu-like symptoms for about a month.. but that has subsided, but the spots are still there. Its very embarrassing and anything ive tried hasn't seemed to make any improvement.

Also, I have very similar spots on my arms. However, they are pale white and do not tan.. I have a mean farmers tan, so my arms are much darker than my torso, would this have anything to do with them being pale white instead of red? or is it a completely different issue?

I haven't consulted a doctor yet. I currently do not have health insurance.. Is there anything you would suggest I use as a topical medication?
