Skin and hair lose .Should I be concerned ?

So , I am a14 year old  teenage girl  and recently the skin and hair of my sideburns have bin falling off. I randomly felt my sideburns and scratched the area a little and my skin started coming of in small flakes (as if its dandruff )and now the skin is irritated ,it burns when i try to move the small hair's aside to have a better look .And still I  can't really see it, for a while the skin looked bumpy but I guess it was an illusion .It's odd, and i'm afraid it can spread to the rest of my head causing me to loose hair just like the sideburns ( I have thin hair so it's even worse .) Could it be because of the shampoo I use ?I asked one of my close friends and she suggested I try using  some kind of cream  for rashes.(It worked for her)I am aware that there are many possibilities that it could make it worse therefore should I try it?
I need answers /advise quick! What do you possibly think it is ? And how can it be treated ? I need help from someone who is an expert or had similar experience in the past .

The water is okay I'm pretty sure of it ,and I'll try a different shampoo ,even tho my Dad said that it is somewhat normal. The hair and skin stopped falling out and I'm trying to keep my hands away from it.If the shampoo does not work I'll get help from an expert.

If you have ethnic hair you need to consult with an expert on ethnic hair.  it's tricky and the wrong thing can cause breakage.  

If you have straight hair, try neem shampoo and neem soap on your face.  

A water filter on your shower may help, but you need to research your water and whether it has chlorine and/or ammonia and get a filter that removes those.
