Small bumps on penis head and swollen penis lips

I am 15, and a virgin. May 2011, I masturbated with hand soap, and there was horrible burning afterwards. Ever since, I have had small bumps on my penis. They don't hurt or itch or anything, they are just very ugly. Also the opening of my penis has swollen lips, so it has been sort of hard to pee and when I pee it splits into two different streams.

Images are a bit blurry, but it looks kind of like what i have. Most of the bumps i have are near the urethra. I've had this for over a year now, and i'm supposed to be going to see a dermatologist soon to try to figure out what exactly this is. Do the bumps appear more visible with an erection?
