What is this rash?

It first showed up when I was pregnant wother my second child I've had pityriasis rosea when I was a teen and that's what this looked like it started on my right brest as a big patch so I went to the doctor and asked to have a recommendation to see a dermatologist but she told me no I didn't need to see one and that it was a bacterial thing. So she gave me some cream, I used the whole tube and other with the rash then showing up in other spots on the same breast and one spot on my lower back. Here it is my son is just over a year old and I still have the rash it stays in the same spots just changes form like it's going away them it doesnt. It looks like a tiny bunch of ring worms but I know that can't be because the cream would have gotten rid of it plus it would be all over! It itches so bad and I don't have insurance to see a doctor now. What could this be? I had eczema as a child but it didn't look like this.
