Small liquid filled bumps

Hello.
I get this pimples or ingrown hairs or something on my arms and neck and face every once in a while. they all start off as a pimple like shape but then when i try to pop them they get really big and don't really pop, just has a liquid type ooz. And when they scab up, they scab as if there is a root in the center that pulls the skin to it. they also take a LONG time to heal, even if i don't pick them.  

Does anybody know what is it?

Thanks for your answer, i understand that folliculitis is an infection of the hair follicles but i also get this problem on areas that don't have hair like my nose. Is it still possible that's folliculitis  ?

Hello,

Without examination,confirmation of a diagnosis is tough,but it sounds like folliculitis or infected hair follicles.
Pls keep the area clean and apply some warm compresses. Also wear loose-fitting cotton clothing and use an antibacterial soap or mild soap like dove.Avoid any kind of cosmetics. Topical antibiotics such as mupirocin or neomycin containing ointment are also useful.In case the symptoms persist then oral antibiotics may be needed.Pls consult a dermatologist in that case.
