Spots/scarring on neck?

For a couple of months now I have been getting spots on my neck, I don't think its acne however, I am not sure, it is really embaressing as its clearly visible on the skin leaving scars. I normally get around two spots at a time but some leave scarring, I thought it might be bed bugs or something leaving bites, but it only occurs on the right side of my neck and chest area which doesn't make sense, I cleared my bed out the other day anyway and I don't think its bed bug bites, I am so confused as to what is causing it?!

Hello,
It can be due to contact dermatitis, allergic reaction and the small bumps can be due to folliculitis skin. Keep the area clean and apply some topical antiseptics. Also wear loose-fitting cotton clothing and use an antibacterial soap or mild soap like dove. Avoid any kind of cosmetics. Topical antibiotics such as mupirocin or neomycin containing ointment are also useful for the red bumps.

It is very difficult to precisely confirm a diagnosis without examination and investigations and the answer is based on the medical information provided.
