Thick, dead, white skin on fingers

Zxu
About a year ago I started growing what feels like a second layer of skin on my middle and ring fingers. It's thick and not fully white, there's a few tiny areas with normal skin, and it turns even whiter when I put hydrogen peroxide on it. It isn't peeling off but I've been removing it with nail trimmers because it feels weird and looks gross. When I cut it off it just comes back in sections in a few days and I think sweat worsens it. Any ideas?

Wanted to see how you were doing- were you able to get to a doctor to see if they had any ideas?  Have you seen any improvement?

Do you work with your hands a lot- could it be callouses?  I wouldn't cut it off, it's better to get an idea of what the cause is and handle it from there- have you had a doctor take a peak at it and give you any thoughts?
