Weird red rash on hand sometimes dry/ sometimes itch

This rash has appeared on my hand and has been itchy. I am not sure if it is eczema or fungal. I have tried washing it with baking soda, used athlete foot cream and usually keep my hands moisturized using Cetaphil now in order to prevent it from spreading. Please take a look at it and recommend any root cause or treatment.
One of my other fingers also had something similar with boils, but its fine now and just a bit harsher skin there. It started about a week ago, and i suspect my gym gloves were the cause. I also have been to the beach in the past month, and also have alot of stress due to studies. Here is a clear image of the rash - http://i.imgur.com/dF5cN.jpg
It usually does not itch, only itches sometimes after shower, once i put a moisturizer its fine. The red also fades away certain times... it comes back as it pleases.. its never gone.

Hello,
It can be contact dermatitis or eczema. . Wash the area with a mild cleanser with moisturizing properties like Cetaphil. Then apply a good hypoallergenic moisturizer over the area and see if this improves. If the symptoms still persist then you can apply mild steroid after consulting your doctor. Wear cotton-lined gloves when doing housework such as dishes and laundry or when using furniture polish and use a good moisturizing cream to nourish the hands and feet at night.

Nvm fixed it. i was using a very harsh hand soap. It has become lighter and almost gone in 2 days since i have switched soaps

I have also started wearing a gold & emerald ring.. could it be a reaction to it?
