What is causing my VERY irritated lips??

I need your help. I have been to various doctors who all don't have a clue what is going on.

My lips have been irritated for years now and I have no idea what is causing it. I have been using lip chap extensively for years but recently havent used it at all. My lips are constantly inflamed and feel burning hot. Recently the doctor at the clinic prescribed valtrex and protopic because he was not sure whether it was herpes related or excema. I have had excema intermittently since I was a child. The valtrex/protopic combo worked great but after a few days of being off it comes RIGHT back. I still have protopic left over so I have been applying it twice a day but when its not on it will come right back. If I eat anything it gets bad, if I drink alcohol it gets bad.
