another question I have is that when I got tested for HSV 2 the doc told me "I had been exposed to it." I got tested by bloodwork. My question is does being exposed to it mean I necessarily have contracted it? I've never had an OB or anything

The typical symptom a primary HSV-1 or HSV-2 genital infection is clusters of inflamed papules and vesicles on the outer surface of the genitals resembling cold sores.These usually appear 4–7 days after sexual exposure to HSV for the first time.
In males, the lesions occur on the shaft of the penis or other parts of the genital region, on the inner thigh, buttocks, or anus.
Other common symptoms include pain, itching, and burning. Less frequent, yet still common, symptoms include discharge from the penis or vagina, fever, headache, muscle pain (myalgia), swollen and enlarged lymph nodes and malaise.

The rash you have described could be because of chafing action caused by the clothing.You can just apply an antiseptic/antibacterial ointment on the lesions and see if it helps in causing them to subside.
