It is very unlikely that the bumps are herpes which present as sore blisters. Without examination, confirmation of a diagnosis is tough but it can be contact dermatitis, rash due to friction rub, folliculitis, cysts ,molluscum contagiosum(multiple, small, dome-shaped papules, often with a central depression or plug) or genital warts(caused by HPV infection).
Apply warm compresses, Neosporin ointment and calamine lotion and avoid messing with it. You can take anti-inflammatory pain killers like ibuprofen or acetaminophen. If the lumps persist then it will be best to get it evaluated from a dermatologist.

i went back to my DR and now he says it looks like herpes. hes not a 100% sure because it doesnt hurt.he said these not many things it could be. hes ordering me a blood test. ive been using jock meds from the store and the rash is goin away but the bumps are still there. they dont look like any of the pics ive seen on the internet tho.
If your doctor didn't think you had herpes, hopefully you dont. Herpes is usually painful, which your lesions aren't. Only a lesion culture can determine if you have herpes or not, which has to be ordered and obtained by your doctor. Did he prescribe you anything for the Jock Itch or give you any instructions? Has it gotten better? If you're trully concerned, feel free to go back to your doctor again and ask for a Herpes culture, or see if the symptoms get better with the doctors recommended treatment and care
