penile rash

I have had a rash on my penis (upper portion, just below the head) for two years now and nothing seems to get rid of it.  I've seen two doctors including a dermatologist.  The first one thought it was excema and presribed Triamcinilone.  The second, (dermatologist) thought it was Psoriasis and prescribed Clobetazole.  Both creams just made it worse.  Is there any chance I could have a fungal infection?  I used to swim five nights a week in a pool and noticed an orange coloured substance on the mesh lining of my swimsuit.  The rash has always stayed the same size and is asymetrical.  Your thoughts on this matter are greatly appreciated.

Hello,
Since the rash has remained for a pretty long time, I suggest you to get it evaluated and get a biopsy skin done to confirm the diagnosis. It can be eczema or psoriasis and the diagnosis needs to be confirmed by a biopsy.

If the symptoms are not controlled by topical antibiotics, then oral antibiotics may be needed. It is very difficult to precisely confirm a diagnosis without examination and investigations and the answer is based on the medical information provided.
