pinkish discoloration patch on skin of penis 2in by 1 1/2in

about 8 years ago i was in the marines for the 3months of boot camp i would have to urinate very fast. So i would pull my penis through the pant opening which caused irritation. I figured once i get out it would go away but it hasn't. It sometimes gets so dry that the skin breaks down. I applied a cream called skinaid from neutrogena which has the following active ingredients;glecerin and pramoxine hydrochloride. After applying this cream for 2 weeks it went away but then it came back after a week.

Does it matter if the skinaid instruct not to apply more than 7days?

Hi,
This could be an eczema , atype of allergic reaction or it could be Contact dermatitis.Alternatively it could be extremely dry skin  which is causing the lesion due to constant chafing against the clothes, particularly rough textures.
Continue to apply skinaid which sems to be helping with the dryness.Apply it every day after your bath and make it a habit.
If it is associated with itching then you can take oral anti-histamines and apply Calamine lotion on the affected area.This will help in CD.
If none of this helps then you can apply mild Corticosteroid ointment but long-term use is associated with thinning of the skin.
