You need to get it biopsied as it may be eczema, atopic dermatitis or psoriasis lesion. Psoriasis is a non-contagious disorder which affects the skin and joints. It commonly causes red scaly patches to appear on the skin. It can be treated but it commonly has recurrences also.

You need to moisturize your skin with emollients to what it seems basically a dry skin eczema.
