this sounds like an allergic reaction, you need to take notice of what fabrics are touching the area, what soap your using, and what laundry detergent your using. Try switching to hypoallergenic things one by one to see if you can figure out exactly what your allergic to.
for the itching you can use calamine lotion, or even benadryl but benadryl may make you sleepy. check with your doctor about this
