This could be due to balanitis, which is an inflammation of the glans(head) penis. The most common causes are:-irritants: neglected hygiene and tight foreskin (particularly in young boys) lead to irritation by smegma (a cheesy substance secreted under the foreskin).
-seborrhoeic dermatitis: an inflammatory rash of uncertain cause that is commonly seen on the scalp, behind the ears and in the skin folds.
-thrush (candida): this infection is probably the most common.
-contact allergy: constituents of skincare products.
Penile yeast infections can present as red dots on the glans. This can be treated with anti-fungal medications like Monistat applied on the affected areas. Corticosteroid creams of mild to moderate strength can be used in short-term courses for non-infective inflammatory conditions.
If you have never had sex, then the question of an STD does not arise. Apply the medications and expect to see the rash improved in a week's time. If not, you can get it examined by a dermatologist to rule out other possibilities.
