small irritation bumps on penis gland

I've had this condition of small red bumps developed from irritation or friction on the penis gland before about 2 yrs back or so, I'm getting them again on, I was told it was due to too much friction from sex, but they actually appeared from over masturbating and probably gets irritated just the same, but this time I got them from getting oral sex for an extended period of time, but in any case, I was given this topical cream to put on which made the bumps go away and the skin of the gland back to normal, but I don't remember if I'm supposed to keep the foreskin off the gland while I have the cream on or can the foreskin go back over the gland as normal after applying the cream (mometasone furoate cream usp, 0.1%) its been so long ago that it happened and I'm asking because i've applied the cream for a few days, everything looks normal but then after about 5 days or so, they bumps begin to comeback, and just wondering if I'm applying it wrong, foreskin over or not while the cream is on.  Thanks for your help.  Chicagoguy

Are they skin tag like raised bumps? I have that on my head and i really want to get rid of it.

Hello,
For application of steroid cream, retract the foreskin daily and soak in warm water to clean penis and foreskin. Then apply a little portion of the cream on the penis head by retracting the penis and rub it gently. You can release the foreskin to cover the penis head soon after the cream is absorbed after rubbing.
