Dry skin around the base of penis

I been having dry skin around the base of my penis for two years now. I didnt think it was a problem at first but its been too long. It gets so dry that it starts to itchy and get cuts when slightly scratched. It's about one and a half inch that goes around the base of the penis from left to right. It gets really pale from all the dryness and little white/dry skins get rubbed off when i scratch it.

I have bad skin overall. Serve acne on the face, neck, chest and back for many many years now. I am current 25.

Can anyone explain what is happening to the skin? Is it just because i have bad skin? or is this some sort of infection?  or anything else i would worry about? And how do i make it all better?

Thanks for the reply. I did a quick research over the internet on yeast and fungal infection. It looks like i'm more likely to have yeast infection than fungal infection. I read in a few sites that some over the counter remedy for yeast infection for woman will work on men. I will try some of those and see if it works and hopefully it does. if not then ill have to see a doctor about it. In a way, I guess its better than having fungal infection.

You should really see a doctor about this.
It could be a fungal infection of sorts...an STD, etc.
I realize that you suffer from dry skin, but sometimes it CAN be caused from something else.
Yeast infection can spread back and forth and affects men differently than women.

If you are too embarrassed to see a doctor, then I suggest a mild hydrating cream. Try to walk around in only a house coat when possible, allowing for air flow.
