uncontrollable skin infection

Hi,
I am 22 years old.
I have got some kind of skin infection around 2 years ago in my thigh area (both sides of my penis ).
I started with thighs , a red skin then a rash and then dry skin.
I used Ring Gaurd ans i thought it to be a ring , but all in vain,
When i applied, this cream , I got huge pains , i thought its curing it but it was ruining it.
Then , when summers came, it became fine, then next winter, it got worse.
I went to doctor, he gave hydrocortisone and E45 but no effect.
They aslo checked my glucose, it was normal.
Another doctor gave me dermol soap substituent for bathing but it has effect only when i used it,.
The skin becomes dry and this infection keeps on migrating from one side to other.
Also, this infection has moved to my penis, and now the situation is, I have a dry and chapped skin with blood coming out some times from skin and If i dont take shower 2nd day, it really stinks.

This problem has ruined my healthy life.
Please help me as doctors also try different things on my skin but no effect.
I dont want to be a volunteer of their experiments.

I think it is the problem, the skin is dried very much, ok I will keep it moisturised, and let see how it goes.

Thank You very much for your advice.
They told me that its eczema as i have got dry eye lashes some time, but i dont know about it.
I used E45, hydrocortsone, Dadru daman(ayurvedic cream for eczema) dermol, but no effect.
Doctors are mess in England.
Can it be a case I can send you some pictures and you can tell me the cure , which I can get from India.

Hello,
I cannot confirm anything without examination but it can be fungal infection or eczema. Fungal infections can be confirmed by KOH examination and fungal culture of the skin scrapings for which I suggest you to confirm a dermatologist.
It is very difficult to precisely confirm a diagnosis without examination and investigations and the answer is based on the medical information provided.
