They look more like tiny clusters of water blisters. So, I am guess they are more like eczema.

Types of warts include the common warts, which often appear on your fingers Common warts are often bothersome. They can bleed and cause pain when they're bumped. By your symptoms, they could be just warts but it is difficult to diagnose without having the chance to look at them. It would be good to see your doctor for proper evaluation of your hand.
