it can also be related to a type of migraine. have they ruled these out? if you have ever seen him go into these "blank stares" he does everything but the cheek biting or tongue biting right?
Did they do MRI or Cat Scan as well? Get those tests as well, they all check the brain, MRI can show seizures I believe and Cat Scan is to show any damage or tumors in the brain.

Has anyone looked into sensory perception disorder? When I am overstimulated (and it does not take much) I too will often stare out into space and get "silent migraines." It is like my body retreats from all the sensory stimulation around me. (I too have had an EEG that came back normal.) (No I do not have autism or aspergers).
Also has anyone looked into food allergies?
