how can I GAIN weight?

I know, today most all women and teenagers ask "how to loose weight" but because of my genetics, I'm very small. I've tried gaining weight, and eating more food, but it won't stick. I'm 16 years old, and I know I'm not done growing. and to be honest, I don't really want to get fatter, I just want to gain some healthy weight. I know exercise can help me get in shape, but I don't have enough calories to burn to do exercises. I also have trouble motivating myself..

Mainly what I want to do, is gain weight in the right places. By 'right places' I obviously mean breasts. My breasts Still have time to grow, but they shrink also. They fluctuate between A cup and B cup.
I also mean my legs, which are like toothpicks, and my hips.

--Keep in mind: I do NOT want to gain unhealthy weight. Like eating junk food. I've been testing high protein foods like peanut butter, potatoes, meat, mangos, bananas, granola, protein shakes, etc. But I can't seem to hold onto the calories nor the protein. Any suggestions?

Strength train to add some lean muscle. Keep in mind, when you build muscle, you have to eat more, and on e you feel like the way you look is right, than just keep eating the same amount of calories to maintain that physique(:
