For getting toned just do leg workouts. I believe if you do moderately low weight, but lots of reps is the best way to tone. Biking is my favorite method. If it is fat around your hips/legs there is no way to target that. Your body starts storing from one area and moves to another the more you gain. And fat loss works the same. First place you gain it is the last to lose it. Running is my favorite way of taking care of fat.
High rep (4×20) leg extension/lying leg curls + diet moderate weight, slow and controlled, really feel the burn
