Less vision in one eye in the dark

Just tonight I noticed that when I turned the light out I can see very little out of my Right eye but see shapes in the dark much better in my Left eye.  
I had PVD in my Right eye about 7 months ago.  I went to and emergency room when I noticed a floater. I was  then seen by an opthamologist who diagnosed PVD and he also noted some lattice degeneration. No further treatment was needed.  He also said to call his office if I noticed that eye losing vision like a curtain or more new floaters.

I finally asked to have a recall visit because I noticed some visual change in the periphery of the   and I didn't know what lattice degeneration meant and I was worried.  I was told by his office to see an optometrist instead.

I couldn't understand why he wouldn't see me so I asked my GP to send me to another opthamologist as I have no coverage for an optometrist.
My GP kindly refered me  to yet another opthamologist  but never got to see him as I was told by the eye doctor's office to see an optometrist first.  

I am guessing my vision change   isn't urgent or all that serious or 2 eye doctors wouldn't have just waved me off to an optometrist..
I don't have any coverage for an optometrist for another 5 months.  Is this a problem I should persue sooner?  Am I overreacting to have concerns? I am not really sure what to think.

I live in Canada and have 100% provincial coverage for a visit to an opthamologist or other specialist but my GP or another physician must refer me first. An optometrist may refer to an Opthamologist as well.

In my province there is no coverage for an optometrist.  I have personal extended health care insurance that pays for an optometrist exam once every 2 years.

I have no idea why I am having a problem seeing an Opthamologist and I doubt my GP does either.

I find my Right eye vision is just fine except when I walk into a very dark room.

I do not understand why an ophthalmologist will not see you.  What type of insurance do you have?

PS  my vision seems fine in both eyes when the light is on.
