"Macular Pucker" after cataract surgery

Is it possible that "Macular Pucker" which is developed after cataract surgery be the consequence of a faulty surgical technique?
I mean could it not happen if a more skillful surgeon had done the surgery?

may i ask you to explain a little bit more.

You say that specific person would have developed this condition because of their unique nature regardless of  whoever the surgeon was, even the best in this field?

also would you please answer two more questions,

1- what are the chances of the same condition happens to the other eye if it undergoes cataract surgery (faco!?) ?

2- the following pictures are related to the eye angiography and OCT of the patient (my mother), what's your professional opinion and recommendation?
