What does split-second flashes of glare when first seeing bright light signify?

I've looked up almost everything, can't really find anything close to my condition. Be it if I'm looking straight on, or if the light appears in my periphery, there's this second or so of glare that quickly fades in and out. If I focus my vision back and forth across a line of lights, like christmas lights, the glare moves to the opposite side of where I'm looking before fading. But if I look straight at a light, a circle of glare fades in surrounding the light (not a Halo though) for about a split-second-to a second. I've looked into floaters, which I also have but it's nothing like those, and it's also not the typical flashes of light that often coincide with floaters, this glare seems to be tied to looking at bright lights and isn't random. Only my left eye is affected. If I'm in an evenly or well lit room, I notice the glare once when I enter and not again, so I think it also relates to moving my line of vision from a dark area to a bright area.

Well there is no way to figure out what it is on the internet. You need to see an Eye MD ophthalmologist for a medical eye exam.
