No that is not normal. Get medical attention as soon as possible. If you have a family doc, you can start with him or her. Even an urgent care facility can get you started.
I would say that it's time to get another opinion. Because after 2 months and she is still not healed, then something else is going on. It is possible that she could have developed an abscess underneath her incision that prevented it from healing properly; it could be infected. If your current doctor isn't willing to help her, then find another one ASAP.
