Where are you, in the US? In your shoes, I would call for an ambulance and force the friend to get into the ambulance if I had no other help. But if you are in a place where you can telephone a poison-control hotline, maybe call them first to see what will happen to your friend. Have them tell the friend directly. Maybe this will get him or her on the way to the hospital without having to fight about it.
