Testing at three months is considered conclusive. "the man" as you call him is wrong to say you need to re-test again at six months. End of story.

I will assume that even though you are in a resource poor country in SE Asis you should still have had access to a releavent HIV testing regime. So my advice still stands. The only drugs that could supress the immune system would be immune supression druge normally taken after a transplant to stop rejection. Street drugs would not affect the test result.
