beta2-m and albumins

I posted this as reply to another question but the moderator asked me to make my own question so here it is:

If HIV specific tests are not available where I live, is a low beta2-m (less than 1000) and also high albumin + a/g ratio a reliable predictor of non infection if infection could have happened 5-10 years ago? Is it safe to assume that i am hiv-?
