Little worried

Is a negative 3rd generation elsia hiv test at 9 weeks pretty conclusive to the point if you retest at 12 months you can expect another negative?

Yes. A negative test at 9 weeks post exposure is extremely unlikely to change at 12 weeks, but if you want 100% CONCLUSIVE results, you need to test at 3 months. You can expect another negative result.
