HIV transmission

Yesterday I had an occasional contact with a man I don t know. he said to be HIV negative (last year). I masturbated him and then me, I don t have any wound on my penis. He touched my anal zone, no penetration. We kissed deeply. My worries concern the possibility to transmit HIV in this manner, I have to say that I always pay attention, but nonetheless... I have some hemorrhoids problem but they appear only when I pass stool. My question is If I should go to hospital and report it, to receive a post contact prophylaxis? Thanks

If you didn't have an unprotected penetrative sex with her, then you wouldn't need a PEP because you didn't have HIV risk at all. All your written concern here don't pose HIV risk at all.
