You wore a condom that was fully intact throughout the entire time of intercourse, meaning that the condom did not break and you were not at risk. You cannot get HIV from touching blood with your hands so that has nothing to do with the risk of HIV transmission during intercourse.

Does menstrual blood make me more susceptable considering maybe some blood touched some part of my penis for 1 minute or so.
