I had sex with a tranny and im afraid i may have caught hiv

I had sex with a tranny 10 weeks ago and now i feel paranoid when i inserted for anal we used a condem and when she atempted to insert in me (she couldnt get hard and it kinda sat on the rim) i sure we used a condom but im afraid i may be mis remembering my real question is if in the event that we didnt use a condom which i think we did but im scared would 2 mins of a dry hump of her penis rubbing to outer rim without penitration put my at a good risk of hiv?

If you don't use a condom there is an unquantifiable risk. Only you can figure if that happened.  You can take a 4th gen test and get a conclusive result now.

But if there wasnt penetration and it was only on the rim is it just as bad as penitration and i got a test at 3 weeks that said negative i just feel paranoid
HIV is inactivated in air, so that is why the only sex risk is unprotected penetration. You either had penetration or not. and you will have to figure that out.
