Is a person less likely to have a false negative HIV test if they have the symptoms?

I know that sometimes it takes years before an HIV+ person can show symptoms. And that it is possible to get a false negative test early after having contracted HIV. My questions is if somebody is showing symptoms early after possibly contracting HIV (within 3 months) and they test negative, what are the chances that they are actually positive? Is it possible to get a false negative while showing symptoms? Or if somebody is positive, and showing symptoms will they test positive?

I'm actually trying to convince a friend that he does not have HIV. He has had some symptoms for over a month now (fatigue, diarhea, swollen glands....) and has been tested and was negative. he did have unprotected sex with a woman about 2 and a half to 3 months ago. I think because the doctors cannot tell him why he is sick he is assuming worst case scenario. I'm trying to find information on statistics to show him, because i don't think he will stop worrying until he has another test after 6 months....

unfortunately symtoms mean nothing when it comes to hiv, what was your risk of contacting hiv ? If you test at 12 weeks this is an accurate result.
