A NAT is the same as a PCR-RNA test and no it is not conclusive after 3 weeks.

You do not need a PCR test for unprotected sex with a sex worker. Your risk is too low to justify it. It is very expensive and you are much more likely to receive a false positive result than the antibody tests.
