Masturbation, HIV, Testing

I haven't posted since early June.  I need some final advice.

I am a gay man in a monogamous relationship, but cheated 3 months ago.  Here are the two things that happened:

1) I was in a steamroom, and the man next to me began masturbating (asked me if I was interested in a hot bottom, which I wasn't), and then reached over and touched my uncircumsized penis (which was a little erect) for a few seconds.  He may have had precum on his hands.  Any risk?
2) I was getting a massage and the male masseus rubbed his penis with precum on my hand, and then masturbated himself getting two spots of semen on my chest.  Any risk?
3) I got a HIV DNA test at 7 week (negative), and several HIV antibody tests out to 12 weeks (negative).  Are these conclusive that I don't have HIV, or do I need more testing to 6 months?
4) I got a syphillis and Hep B/C test, negative at 3 weeks; and clymadia/gonoreah test at 3 weeks (negative).  Are these conclusive?
5) I still have some ARS-like symptoms (pain in feet, small blisters about 4 on back, had some scalp irritation, have night sweats from neck).  Are these unrelated to HIV or STDs based on what I did 3 months ago?
6) Most important: Can I resume sexual relations with my partner without worry of HIV or STDs at this time?

You received your final answers in the Expert Forum. HIV is not transmitted by masturbation or having someone grab your penis.
