In which Condition doctor recommend PrEP (Pre-Exposure Prophylaxis) ?
and what is cost of PrEP (Pre-Exposure Prophylaxis) ?

I was sex with shemale as toper 4 week ago and i did Hiv 1 and 2 test after 4 week of test and cutoff value of my test is 0.07

unfortunately this is not an option for you.  That has to be given within 72 hours from when you had the risk.  You say this occurred on Feb 5th.  No doctor would give you Prep now as it is outside the window in which it would work and would not be helpful.  You will have to wait until 28 days after Feb 5 or around March 5, 2018 to be exact and take a 4th gen duo test.

Prep and Pep are same medicine ?
I read that pep has to given within 72 hours and if HIV have negative then recommend prep.
I read that incorrectly and thought you meant PEP.  PrEP is different. Pep is taken after a risk for HIV to help prevent getting it.  Prep is a daily drug taken for specific circumstances.   Really, that is supposed to be used in high risk situations prophylactilly  such as when someone has an ongoing sexual relationship with someone who is HIV+ or other very high risk circumstances to prevent getting HIV.  It's my understanding that it is given after you've had a negative HIV test (and you will not be conclusively negative until the window period where testing proves this for several more days).  PrEP will only work when taken BEFORE the exposure.
