Are there any risks of exposure, however minimal of the "Thai soapy massage" without the penetration, but with all the close naked body contact and fluid excretion/ejaculation?

HIV is only transmitted via unprotected insertive vaginal/anal intercourse, through sharing of IV drug products and from mother to child. No penetration...no risk.
And before you ask...the presence of any cuts, scrapes, or the like makes no difference in risk assesssment.
